Queen City Blacktop Named September 2026 Business Enterprise of the Month

For more than 45 years, Queen City Blacktop has helped keep Greater Cincinnati moving. Founded in 1978 by Martin Steinbach, the company has built a lasting reputation for quality, reliability, and service while contributing to the infrastructure of communities throughout the region.
A proud City of Cincinnati Certified Small Business Enterprise (SBE), Queen City Blacktop provides commercial, industrial, and municipal asphalt services, including paving, milling, resurfacing, parking lot and roadway construction, preventative maintenance, and civil infrastructure work.
After serving in the U.S. Marine Corps during the Vietnam era, Steinbach returned home and began working for the City of Cincinnati's Highway Maintenance Division. There, he gained valuable hands-on experience in paving and roadway maintenance.
While later working as a local police officer, Steinbach began taking on paving projects on the side. As demand for his work continued to grow, he made the decision to leave law enforcement and pursue entrepreneurship full-time. In 1978, Queen City Blacktop was born.
More than four decades later, the company's foundation remains rooted in the values that guided Steinbach throughout his career: service, integrity, accountability, and hard work.
Queen City Blacktop takes a hands-on approach to every project, working closely with clients to understand their needs, budgets, and schedules. The company believes that quality workmanship is only one part of a successful project—the other is building relationships based on trust.
As Steinbach puts it: "We don't just build pavement; we build long-term trust."
That philosophy has helped Queen City Blacktop establish lasting relationships with clients, prime contractors, and development teams throughout Greater Cincinnati.
The City of Cincinnati's Certified Business Program has provided Queen City Blacktop with opportunities to participate in important municipal and civic projects throughout the city, including the Cincinnati Streetcar project.
Through these opportunities, the company has not only contributed to projects that shape Cincinnati's future but has also developed valuable relationships with prime contractors and other local businesses working to strengthen the region's infrastructure.
Today, Queen City Blacktop continues to look toward the future. The company is focused on expanding its capacity, modernizing its facilities, and investing in updated equipment to pursue larger infrastructure projects throughout the region.
