Litter Amnesty
Request a Waiver or Suspension of Fines for Properties Affected by Third-Party Littering
If you own a property that’s regularly affected by litter from people passing by — such as in high traffic areas or places where illegal dumping occurs — you may be eligible for a waiver or suspension of litter-related fines. This program applies to properties that meet the criteria outlined in Cincinnati Municipal Code Chapter 729.
Who May Qualify?
You may qualify if your property:
- Is located in a high-traffic area (either vehicle or pedestrian) that attracts excessive litter.
- Has areas that are difficult for you to see or monitor, making it a target for illegal dumping.
- Meets other factors considered by the City, such as unique conditions beyond your control.
What Does Not Qualify?
- Any type of weed or grass violations.
- Violations caused by tenants or associated with a tenant.
- Anyone who has interest in property (property manager, maintenance staff, etc.).
How to Request Litter Amnesty
If you receive a citation for litter on your property, you can apply for a waiver or suspension of the fine. To do so, you’ll need to:
- Submit a Litter Amnesty application along with a plan for how you will work to prevent future litter issues.
- Be sure to file your application within 7 business days of receiving your violation notice.
